Layer carrots and parsnips in steamer basket. Season with salt, pepper, olive oil. Add onion and celery, season with rosemary, basil and olive oil. Add cabbage, broccoli and cauliflower to top layer. Season with salt, pepper, thyme and olive oil.
Steam 5 to 8 minutes until veggies are tender (water in pot below steamer basket should not touch basket).
Variation: place steamed veggies in baking dish. Cover with cheese (vegan option). Broil 3 minutes.
